Understanding the Hague Convention on Protection of Children and the intricacies of adoption laws in both your home country and the child's country of origin is vital.  For instance, decades ago it was common for prospective adoptive families to meet a child at an orphanage, fall in love, and then decide to adopt.  The Hauge convention (for better and for worse) has severed the relationship between adoption agencies and orphanages.  Therefore, it is unlikely you will be able to adopt a child you already know.  Most likely, you will receive a referral of a child from the foreign country's "central authority" on adoption.

Navigating the bureaucratic maze of immigration laws and paperwork can be daunting, but it's essential for ensuring your child's legal status in their new home.  An adoption visa is the most difficult visa to obtain from USCIS.  The US will only issue adoption visas to children who are indisputably orphans, which generally means children who do not have living parents or children who are living in an orphanage.
